WP6 Piloting and evaluation at partner universities

The main aim of this WP is to produce evaluation results about effectiveness of established services and Students’ Advisory Office after their piloting. The evaluation results will be presented in the form of (i) several reports showing quantitative and qualitative measurement of conducted evaluations and (ii) future plans about corrective measures (if needed) and further improvements and development.

According to project proposal, the following activities are planned to be performed in parallel:

5.1 Analyzing training needs for each partner institution involved- Report

Detail analyses of specific training needs for each partner institution will be performed in order to gather total training needs for academic, administrative and Student advisory offices university staff and staff from public associations for supporting and education of youth with disability (prospective students).

TNA will be developed based on previous reports done by partners in previous work plans. TNA report will be written by the end of January 2013 by AYDM, UNIMC, UNIM, UDG and IICT .

 

5.2 Basic Training on inclusive practices and support services for students with disabilities- Training

TARGET GROUP: academic, administrative staff and Student advisory offices university staff, voluntary peer support students and staff from public associations for supporting and education of youth with disability.

5.3 Advanced Training on inclusive practices and support services for students with disabilities- Training

TARGET GROUP: academic staff, Student advisory offices university staff, and voluntary peer support students.  

It is essential the participation of two representatives from Universities, INCLUDING State University and four representatives from Student’s Advisory office.

 

TRAINING EVALUATION REPORT

DISS8- Dissemination and raising awareness

As reported in the project form WP DISS 8 the main motivation for dissemination is increasing the awareness of upgrading university capacities for supporting and quality handling studying with disability among current and prospective disabled students and relevant bodies at the national level.
The first relevant dissemination source will be project web site with all project details and realized results during project lifetime, accompanied by relevant web links, downloadable section and important new ICT services for supporting students with disability.
In order to publicize and widely disseminate project results, dissemination will be performed at best suitable events. It will be disseminated that partner universities are upgraded with new equipment, new support services, and regulations, as well as retrained staff to enable the high quality education for students with disability.

WP3-Definition of support services for students with disabilities at HEIs

The main goal in this WP is to prepare the strategy for the implementation of support services at institution level. Universities in Montenegro will be involved actively in defining the institutional strategy for inclusion of students with disabilities taking into account specific needs related to the subject in their own organization and the local context. After defining the needs, a manual will be delivered for the practical implementation of support services for students with disabilities. The manual will be discussed with the authorities and the staff representatives within each of university. As final outcome, a consolidated plan for the implementation of support services for students with disabilities will be delivered.

WP2 -Improvement of institutional frameworks for inclusion of students with disabilities

This WP is aimed at identifying the gap between the present situation and the expected (future) situation with regard to inclusion of students with disabilities in HEI in Montenegro. New regulatory documents to be adopted by HEI in order to make possible from a formal point of view will be also drafted and delivered.

The aim of this WP is to define at institutional level the steps to be done to achieve the overall project result: as a first task, the actual resources will be mapped, both from a regulatory/legislative point of view, and from a human resources point of view. Opportunities and constraints will be identified in order to draft contextualized and effective paths of development.
Given the picture of the present resources, a roadmap will be designed, and specific guidelines for the implementation of support services for students with disabilities will be provided: the guidelines will be the reference document for further steps, and will explain the regulatory framework needed to achieve successful outcomes, as well will point out the involvement of human resources. Detailed functions and competences needed to perform the role will be highlighted and reported.
Together with the administrative (staff and other resources to be engaged) structure, regulatory documents will be provided in order to build the indispensable framework allowing changes and establishing of new services from a formal point of view.

EXP9 - Exploitation and Sustainability

The sustainability of the project results and activities will be performed through continuation of the previous work by adding the important issue of officially signed agreement on inter-university collaboration at the levels of peer-support and the networking of the university staff with significant involvement of national associations and institute dealing with disability. All officially adopted documents which result from the project directly contribute and guarantee that the project results will have a tangible impact and multiplier effects for enhancing the quality of education of students with disability.

For obtaining optimal use of the project results beyond the lifetime of the project, the inter-university peer support will be officially defined by signing the agreement among ME beneficiary partners, universities and also supporting associations AYDM and IERK. 

In order to create sustainable group of university academic and administrative staff for working with disability, a networking of university staff involved in teaching students with disability will be needed. Beneficiary partner universities will sign agreement on university staff networking and it will be done before the third project year begin (piloting).

According to the comprehensive analysis of piloting results, national and EU partners will create a definition of recommendation for policy makers. Those recommendations will contain the most valuable issues that should be taken into account in developing and upgrading the national policies concerning the quality education of students with disability.

QPLN7 - Quality control and monitoring

Quality Control and Monitoring (QCM) of project activities and results will be realized continuously throughout the whole duration of the project and evaluated at two levels (internal and external). As the project is located in Montenegro, where all beneficiary project partners are geographically located close to each other, the everyday communication and quality control and monitoring of project results will be easy to establish.
Internal QCM will be carried out by local QCM team consisting of members from each partner institution from Montenegro (5 team members). Internal QCM of the project activities and results will be performed by peer reviews among partner institutions. Local team will create intermediate reports twice a year and will submit it to the Project Management Board. Meetings will be carried out twice a year at the premises of local ME partners.
External quality monitoring and control of the main project results will be assessed by external experts from three EU partner universities. They will perform monitoring and quality control taking into account project workplan and internal reports by local QCM team from ME. They will report to PMB board about these assessments during annual board meetings trough 3 annual reports about external assessment of the project results.
In order to promote the project and to get external feed-back, an Inter-Tempus project coaching will be organized with members of the most suitable new or running Tempus projects dealing with aspects of disability, equity and the quality of the teaching process,  where National Tempus Offices from ME will be also invited. Meeting will be organized during the second project year at one of the partner Universities.

MNGT10 - MANAGEMENT OF THE PROJECT

WP10 handles the whole project management and financial administration by the applicant/coordinating organization (University of Macedonia, UOM) with the constant support from other beneficiary institutions. WP10 includes the preparation of (a) the partner agreements (b) the necessary financial reports, (c) the financial guide.

UOM as the applicant organization will have the leading role in the overall project management and will have the supervision of the whole project management process. The project management includes from the beginning of the process (a) monitoring, (b) communication, (c) reporting and (d) financial accounting.

UOM has good experience in management of the TEMPUS and other international projects. The efficacy and efficiency of the project management at the regional dimension is ensured with the establishment of the Project Management Board (PMB) consisting of contact persons from each consortium member institution.

PMB will manage all project activities, monitoring and evaluation of the project results. PMB will coordinate the process for the completion of the project and will take action immediately in order to overcome when a problem occurs.
