Support and Inclusion of students with disabilities at higher education institutions in Montenegro – SINC@HE

All three EU University Partners have strong background and experience in support and inclusion of students with disabilities.

  • University of Macedonia is involved in numerous EU projects (Erasmus-Socrates, Leonardo da Vinci, Med-Campus, Lifelong Learning Programme, LIFE, Interreg, etc.) and the Department of Educational and Social Policy has experience in the field of research in educational and social policy and particularly in the fields of continuing education, the education of adults and of individuals with special needs and disabilities.
  • University of Macerata already offers a full service support for students with disabilities through Center for guidance and tutoring and has taken part in many EU programs (Tempus, Erasmus, Comenius).
  • University of Warsaw will transfer its experience in support of students with disabilities (systems of support and their operation, new technologies in education and learning).

Arcola Research LLP has experience in EU-funded programs and in coordinating large-scale pan-EU projects, including research, evaluation, RTD, support and coordination actions.

The Slovenian Association of Disabled Students takes part in many international and national projects and cooperates with organizations for the students with disabilities in universities, organizations and government institutions and policy makers. With its experience in promoting the rights of students with disabilities and in providing support during studies will contribute in the analysis of good practices and developing a sustainable strategy for the support and inclusion of students with disabilities to regular services in the universities.

The University of Donja Gorica and the University Mediterranean are two new and emerging universities in Montenegro oriented towards the open society values and they are highly motivated to learn about support and inclusion of students with disabilities. Several staff members are also the members of the national educational public authorities and took active part in developing the Montenegrin Strategy for Inclusive education and the Development Strategy of Information society. Both universities possess good quality teaching and administrative staff, well skilled in application of the new technologies and very good teamwork. Specifically, the teaching staff are experienced in development and delivering of online courses, creating the e-learning tools, intelligent tutoring systems, educational pedagogy, applying the ICT in education, enginering education and other. Besides, university staff is involved in many international projects like TEMPUS, SEE ERA NET PLUS,etc.    

The Montenegrin Institute for Education and Rehabilitation of hearing and speech disorders is continuously engaged in the rehabilitation of hearing, education, upbringing, professional training, health care, subjective audiometry and hearing aid service. The Institute was involved in many projects coordinated by ministries and NGOs. The Institute is one of the main authors of the national Strategy for Inclusive Education in Montenegro, which is officially adopted by Montenegrin Government in 2009.

The Association of youth with disabilities (AYDM) as a nonprofit organization refers to youth with all kinds of physical and sensor disabilities, as well as people without disability willing to promote rights of persons with disabilities. AYDM is one of the biggest organizations in Montenegro, one of the most active, famous on campaigns related to position of young people with disabilities and also member of international network of organizations working on the promotion of inclusive higher education in SE.

The two Universities (UDG, UNIM) in Montenegro together with the Association of youth with disabilities and the Institute for Education and Rehabilitation of hearing and speech disorders will contribute to the establishment of a national network in Montenegro aiming the improvement of the quality and the relevance of inclusive education for students with disabilities. The results of the proposed project will be spread and highly supported through the Ministry of Information society and Telecommunications, which is responsible (at the national level) for the of the information society among the persons with disabilities and their education which is also specified in the Development Strategy of Information society in Montenegro.

Higher Education Public authorities from Greece, Poland, Slovenia, UK, and Montenegro strongly support all planned project outcomes. These HE national bodies are involved in the whole process of the proposed project and are responsible for establishing accreditation standards in beneficiary countries.

With the strategic aim of increasing accessibility and openness to the students with disabilities, FMHN will take part in activities leading to building capacities to support students with disabilities: WP1-WP5, with the main role in improvement of institutional framework and benefiting of training the teaching and other staff to support and work with disabled students (11 teaching staff and 5 other staff).  The FMHN will also have active role in dissemination of project results and initiatives, as well as the sustainability considering its rich collaboration with academic and also non-academic national partners.   

The Institute of Information Communication technology will have the main role in defining support services for integration of students with disabilities at HEIs (WP3, Activity 3.1, 3.2 and 3.3). Besides, the major responsibilities of the IICT will be development and implementation of web services, establishment support services and capacity building for disabled university students (WP4, Activities 4.1, 4.2, and 4.3).  IICT will provide web hosting and maintenance even after the project ends, and thus enable sustainability of services. Besides, IICT will promote and disseminate the project trough various online and on-site events.
